
The Chamber of Private Enforcement Agents of Kosovo (CPEAK), in cooperation with the Center for International Legal Cooperation (CILC), has marked a historic moment for the country’s justice system by launching the Electronic Enforcement Management System (EMS). This major step aims for the complete digitalization of enforcement processes, significantly increasing efficiency, transparency, and accountability in the work of private enforcement agents.
In his speech, the President of the Chamber, Mehdi Reshani, emphasized the Chamber’s unwavering commitment to modernizing its services. “As a Chamber, we are committed to best implementing the changes for the advancement of the enforcement system. Together, we will overcome all barriers to further develop the private enforcement system and to advance it continuously,” stated Reshani, confirming that this is only the beginning of the reforms.
This innovative system is the result of many years of work and close cooperation with international partners, especially with the support of the Government of the Netherlands. Zlaty Mihailova, Director of the Project for Strengthening Enforcement in the Balkans, and the Ambassador of the Kingdom of the Netherlands in Kosovo, Karin Boven, praised the launch as a key achievement for strengthening the rule of law, emphasizing that the project aims to improve the enforcement of civil court decisions in the region.
The Ministry of Justice also welcomed this development. Feride Podvorica, Director of the Legal Department at the ministry, stressed that the new system builds a bridge of trust between citizens and the justice system. “This is a step forward towards building an efficient, transparent, and reliable system, which not only helps enforcement agents in their work but also increases accountability and citizens’ trust,” affirmed Podvorica.
The launch of this system is expected to significantly ease the work of enforcement agents and improve citizens’ access to justice.
