Kosovo’s Chamber Strengthens International Role at UIHJ Permanent Council 2025

The Chamber of Private Enforcement Agents of the Republic of Kosovo successfully participated in the Permanent Council of the International Union of Judicial Officers (UIHJ), held in Paris. This year’s session brought together representatives of more than 100 member states, reaffirming the global mission of the Union to advance civil enforcement systems and strengthen professional cooperation among judicial officers worldwide.

"The Chamber of Kosovo was represented by President Mr. Mehdi Reshani, Executive Board Member Mr. Kushtrim Metaj, and Head of Professional Services Mr. Mervan Zejnullahu. The delegation also included Ms. Feride Podvorica from the Ministry of Justice, highlighting the close institutional collaboration between the Chamber and state authorities.

The Permanent Council opened with the adoption of the 2025 agenda and proceeded with several important decisions, including the admission of Kyrgyzstan as a new permanent member of UIHJ and the introduction of ACDC (Italy) as an observer member. These developments reflect the Union’s continued expansion and influence.

Throughout the session, the Council reviewed the 2025 Activities Report and discussed progress made in major international projects, such as e-Filit, DIGIJUST, BERD/EBRD initiatives, EIPA JUST AI BLOCK EU, ERA Trainings 2026–2027, and the Enforcement Atlas 2. Expert bodies, including the Jacques Isnard Institute, Scientific Council, and the UIHJ Innovation Team, also presented their achievements and upcoming plans.

One of the significant moments of the session was the amendment of the UIHJ Statute, with the adoption of Article 24, point 2, further strengthening the internal governance framework of the Union.

The Chamber of Kosovo played an active role during the discussions and used the opportunity to engage in strategic bilateral meetings. The President of the Chamber Mr. Mehdi Reshani and other delegation met with UIHJ President Mr. Marc Schmitz, Board Member Mr. Jos Uitdehaag, and representatives of ACDC Italy, Mr. Mario Santopietro and Mr. Massimiliano Blasone. These meetings focused on strengthening cooperation, exchanging best European practices, and exploring the potential for recognition and alignment of Kosovo’s enforcement titles with EU procedures—an important long-term objective for Kosovo’s integration into European judicial mechanisms.

The Chamber’s participation in the Council is not only a representation of institutional professionalism but also a continuation of a historic journey. Kosovo’s relationship with UIHJ began in 2013, evolved through observer membership from 2015, and culminated in full accession of Kosovo Chamber of Private Enforcement Agents as a full member of UIHJ in 2021, at the UIHJ Congress in Dubai. Today, Kosovo stands as an equal member among global enforcement institutions, actively contributing to discussions and reforms.

As we look toward the major events of 2026 in Georgia, Paris and Lisbona, the Chamber remains committed to implementing the best practices shared by the Innovation Team and Scientific Council of the UIHJ.

Through its active engagement, the Chamber continues to demonstrate Kosovo’s commitment to strong, transparent, and modern enforcement services, aligned with European and international standards.
