The Chamber of Private Enforcement Agents of Kosovo, in cooperation with the Academy of Justice, organized a joint professional workshop on 14 September 2026 entitled “The Impact of Law No. 08/L-022 on Electronic Identification and Trust Services in Electronic Transactions on Enforcement and Civil Litigation Proceedings”. The workshop focused on the legal, technical and practical aspects of electronic identification, electronic signatures and seals, as well as the admissibility of electronic documents in judicial and enforcement proceedings.
The workshop brought together judges, prosecutors, private enforcement agents, representatives of chambers representing businesses, the banking sector and professional chambers, as well as representatives of qualified providers of electronic trust services. This format enabled an exchange of experiences and direct discussion of the practical challenges involved in accepting, verifying and using electronically signed documents.
The sessions addressed challenges in implementing Law No. 08/L-022, the legal effect of qualified electronic signatures, methods for verifying certificates, their validity and electronic timestamps, as well as regional and European practices in this field. Particular attention was given to concrete cases from judicial and enforcement proceedings, electronic contracts and the need for a more harmonized approach among institutions.
The workshop concluded with an open discussion among participants and the identification of issues requiring further institutional coordination, with the aim of strengthening legal certainty, improving procedural efficiency and expanding the use of digital services in Kosovo.
