Chamber of Private Enforcement Agents and Academy of Justice Organized a Workshop on Electronic Signatures and the Implementation of Law No. 08/L-22

An official meeting was held at the offices of the Chamber of Private Enforcement Agents of Kosovo (CPEAK) between the Chamber’s leadership and senior representatives of the Kosovo Insurance Bureau (KIB). At the meeting, the Vice President of the Chamber, Mr. Driton Govori, accompanied by the Executive Director, Mr. Mervan Zejnullahu, welcomed the Executive Director of KIB, Ms. Krenare Pirana Kiseri, and the Director of the Legal Department, Mr. Faik Sylejmani.

The main focus of the discussion was the intensification of inter-institutional cooperation, with particular emphasis on the diligence and standardization required during the initiation and processing of enforcement cases. Both parties shared the view that close professional coordination is necessary in order to ensure rigorous application of legal standards and increase procedural efficiency.

During the meeting, the parties agreed to formalize a memorandum of cooperation in the near future. This agreement will enable enforcement cases initiated by KIB to be processed through the Chamber, fully in accordance with Article 323 of Law No. 08/L-102 on Amending and Supplementing Law No. 04/L-139 on Enforcement Procedure. Through this legal mechanism, the aim is to ensure the proportional, transparent and equal distribution of cases among all private enforcement agents throughout the territory of the Republic of Kosovo, while avoiding any form of preferential treatment.

The participants emphasized that the ultimate objective of this cooperation remains the protection of legality, the economical conduct of enforcement proceedings, the protection of debtors’ dignity, and the strengthening of mutual professional accountability.

In conclusion, the parties agreed that the formal and administrative matters should first be addressed by the respective decision-making bodies of both institutions, so that the cooperation agreement can be finalized and signed within the shortest possible timeframe.
