Guardian of the Legality and Finances of the Chamber

The Supervisory Council is an independent and essential body within the structure of the Chamber of Private Enforcement Agents of Kosovo, mandated to ensure accountability, transparency, and legality in all activities of the Chamber. Elected by the Assembly, this council acts as an internal control mechanism, carefully overseeing the financial management and the implementation of the Chamber's general acts. Its main role is to verify that all expenditures and revenues comply with the approved budget and the financial regulations in force. By conducting regular audits and having full access to financial documentation, the Supervisory Council plays a preventive role against mismanagement and ensures that the Chamber's resources are used efficiently and for their intended purposes. Its independence from the Executive Board and other bodies is the cornerstone of its effectiveness, allowing it to act without influence and to report its findings directly to the Assembly.

The responsibilities of the Supervisory Council extend beyond financial control. It is tasked with overseeing the implementation of the Statute, the Code of Ethics, and other decisions of the Assembly by all bodies of the Chamber. If it identifies irregularities or violations of acts, the Council has the authority to request additional information, recommend corrective measures, and, in serious cases, propose the convening of an extraordinary meeting of the Assembly. The composition of the Council, which usually includes members with experience in finance and law, guarantees a high level of professionalism in carrying out its duties. Its members act with integrity and objectivity, with the primary goal of protecting the interests of the membership and preserving the Chamber's reputation as a reliable and responsible institution.

At the end of each fiscal year, the Supervisory Council prepares a detailed report on the supervision conducted during the year, which includes its findings, assessments, and recommendations. This report is presented to the Assembly along with the financial report of the Executive Board and serves as an important evaluation tool for the members. Through this mechanism, a full cycle of accountability is ensured, where the executive body is subject to the control of an independent supervisory body, and both report to the highest decision-making body, the Assembly. This clear separation of powers and functions prevents conflicts of interest and strengthens the foundations of good governance within the Chamber. The role of the Supervisory Council is, therefore, vital to ensuring that the Chamber of Private Enforcement Agents functions in a fair, lawful, and transparent manner, earning and maintaining the trust not only of its members but also of the general public and partner institutions.
