The Chamber of Private Enforcement Agents and the Kosovo Police Strengthen Cooperation in the Implementation of the Law on Enforcement Procedure

The Chamber of Private Enforcement Agents of Kosovo (KAPE) and the Kosovo Police have continued with bilateral meetings with the aim of strengthening inter-institutional cooperation for the effective implementation of the law. This strategic meeting focused on finding more efficient mechanisms for the execution of unpaid traffic fines, a challenge that directly affects road safety and the budgets of Kosovo’s municipalities.

Present at the meeting was the President of KAPE, Mr. Mehdi Reshani, together with the members of the Executive Board, Mr. Driton Govori and Mr. Sefer Arifi, as well as the head of the professional service, Mr. Mervan Zejnullahu. The high delegation of the Kosovo Police consisted of Lieutenant Colonel Çlirim Hajdini, Head of the Sector for Legal Affairs, Jeton Rexhepi, Director of the Road Traffic Division, and Afrim Ahmeti, Director of the Directorate for Prevention in Road Traffic.

The parties discussed in detail the challenges posed by individuals and businesses with numerous accumulated fines, with a special emphasis on cases of recidivists. The legal and practical modalities were analyzed to ensure that these obligations are fulfilled in accordance with the Law on Enforcement Procedure.

A key point of the discussion was the proposal for a tripartite cooperation agreement between the Chamber of Enforcement Agents, the Kosovo Police, and the Municipalities of Kosovo. This initiative aims to create a full synergy, considering the fact that the revenues from traffic fines are paid directly into the budgets of the respective municipalities.

The meeting concluded with a joint commitment to continue the intensive dialogue and to formalize this cooperation through an official agreement, ensuring a fair and sustainable solution in full harmony with the current legislation of the Republic of Kosovo.
